The National and University Library in Zagreb (NSK) is committed to making its websites and software solutions accessible in accordance with the Act on the Accessibility of Websites and Software Solutions for Mobile Devices of Public Sector Bodies in the Republic of Croatia (Official Gazette, No. 17/19 (Zakon o pristupačnosti mrežnih stranica i programskih rješenja za pokretne uređaje tijela javnog sektora, Narodne novine, 17/19), hereinafter: the Act), which transposes the Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies (OJ L 327, 2.12.2016, p. 1).

This accessibility statement applies to the Library’s website available at the web address https://nsk.hr/.

Measures taken to address non-accessible content

The website provides an accessibility menu enabling the adjustment of the website’s content’s following features:

  • Font size.
  • Font style.
  • Font weight.
  • Letter spacing.
  • Line spacing.
  • Desktop/screen background colour.
  • Hyperlink highlight style.  

NSK is constantly working on bringing its websites’ content into line with the highest accessibility standards.

Activating the accessibility menu

The accessibility menu is activated by clicking on the accessibility features menu in the lower right-hand corner of the page. After the menu is displayed, one or several options facilitating the viewing and using of the website may be selected.

Commitment to reaching a higher level of accessibility

The National and University Library in Zagreb will continuously be taking measures to address non-accessible content on its website and make it accessible in accordance with the Act.

The website https://nsk.hr/ is partially compliant with the Act due to the non-compliances and exemptions listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:

(a) non-compliances with the Act

  • Some images on the website do not include the alt attribute or have a blank alt attribute.
  • Some images do not include a short text describing their content.
  • The majority of the telephone numbers available on the website are not hyperlinked and cannot be dialled directly from the website.
  • The website includes hyperlinks leading to non-existent content.
  • Some documents available on the website (.pdf, .xls, .doc) are not fully adjusted to screen readers.
  • Some PDF documents available on the website cannot be processed by screen readers owing to being published as images.
  • Contrast on some parts of the website is not satisfactory. 
  • The size of some icons on the website is not satisfactory.
  • The font size of some of the website’s texts is not satisfactory.

(b) the content is not within the scope of the applicable legislation

In compliance with Article 3 of the Act, the Act’s provisions do not apply to office file formats published before 23 September 2018 whose content is not needed for active processes relating to the tasks performed by the Library.

In compliance with Article 3 of the Act, the Act’s provisions do not apply to pre-recorded media – such as audio-only, video-only, audio-video, audio and/or video combined with interaction – published before 23 September 2020.

In compliance with Article 3 of the Act, the Act’s provisions do not apply to third-party content that is neither funded nor developed by the Library.

In compliance with Article 3 of the Act, the Act’s provisions do not apply to the reproductions of privately or publicly owned items of historical, artistic, archaeological, aesthetic, scientific or technical significance held by cultural institutions that cannot be made fully accessible due to the accessibility requirements being incompatible with either the standards required for the preservation of these items or with the reproductions’ authenticity.

In compliance with Article 3 of the Act, the Act’s provisions do not apply to the content of this website and related software solutions for mobile devices qualifying as archived content, which qualification pertains to the content that has neither been needed for the Library’s active administrative processes nor updated/edited since 23 September 2019.

This statement was prepared on 1 December 2023, based on the model accessibility statement complying with the EU Directive 2016/2102 and established by the Commission Implementing Decision (EU) 2018/1523.

The details of the website’s accessibility status specified in this statement have been established as a result of the evaluation of the website’s content by the National and University Library in Zagreb itself.
